I am not using it, but many of these database service companies that offer and supply lists of contacts are being blocked by: MailChimp, Campaign Monitor, etc... I would recommend looking into how Agency Access built and or received their database, and if 3rd party Email Marketing companies allow these particular lists to be used with their list services.
