Numerical figures can both illuminate and obfuscate a narrative. Sure, on one hand as you frame it, $5m is a tiny fraction of the total NYPD budget. On the flipside, what does that money guarantee.
For example, say a mother in Crown Heights calls the police commissioner to ask for more patrols because of gang activity in her neighborhood and Jamie Dimon calls the commissioner to complain of some protestors on his block. Which call will Kelly pick up and which call will get routed to a bored desk sergeant who will promise to "look into it".
Also having private individuals or corporations having a public service like a police department beholden to them bodes ill for democracy. They are public servants and their money should come from public coffers - otherwise, well...
