Not sure if this helps, but it sounds like the situation. This came from California's DMV on bike riding.
Must make left and right turns in the same way that drivers do, using the same turn lanes. If the bicyclist is traveling straight ahead, he or she should use a through traffic lane rather than ride next to the curb and block traffic making right turns.

My guess is the blame most always falls on the driver of the car, which is BS, Bike Drivers should ride as defensively as cars, so if your signal was on and he crept on your right, heading through the intersection, he's an idiot.
