look a lot of these are contracted out to agencies in the DC Metro area. Peace Corps has a nice one, http://www.peacecorps.gov as well as the http://www.marines.gov and I think the Air Force's is also nicely done. Then again think about the target audience for these governmental org's as opposed to the IRS. ;)
