In my opinion, there are many many ways of making techno, from hardware to software. Roland, Yamaha, etc. make great lines of hardsamplers and grooveboxes like the MC-505, -909 etc. Reason from Propellerheads makes it really easy to incorporate your own samples and also sequence synths and techno beats. Native Instruments makes some nice shit too. You have to be able to know what does what though. You can get suckered into buying things you don't need or are redundant.
