I'd say a MBP with shitloads of ram, but that's well over your budget.
SO... get cheap-oh dell and tune it up buying components separately (16GB or ram for a pc cost nothing).something you might want to look into is battery life, specially if you are on the move.
anyway - bear in mind that editing video with only one screen (and a laptop one) is a proper bitch.
