    Al Ghazali who was a philospoher/theologian from 11 century said there are three sanctions that helps to have righteous individuals and a righteous society.

    1 Moral Sanctions : Can be given by parents and the culture/society
    2 Legal Sanctions : Working Law & Punishment system teaches and maintains control
    3 Afterlife sanctions : If the first two options are not working well, this one completes, by telling them that every action has a reaction even if it's not experienced in a lifetime.

    First two is the common and somewhat working sanctions for classes that have prosperous lives, somewhat educated. But still, rich or middle classes commit crimes as much as the lower income ones.
    What is missing in a "civilized" society like the UK and others is the third one. Unless we have that, no matter who we are, we are not different than those on the street.
