Layer Comps files will be smaller than duplicate groups, as the layers aren't duplicated, just arranged.
Using layer comps also means the developer will not have to touch any layers and therefore potentially alter designs. You simply send the file over and they click on each comp for how that layer should look.
It's much more accident-proof than telling someone to turn layers on and off.
