To send invites create a circle, select to add people to the circle and enter those by e-mail, when you are done adding people click the circle and click go to stream, and from there create a message, it will tell you to confirm that those who aren't still on G+ will get an e-mail, click ok and then send.
Those who receive that e-mail can do the signup process.
