    If you're used to InDesign / Illustrator / Photoshop, and you're looking for similar software to make websites, you'll find almost all web designers / developers work VERY differently....

    Dreamweaver is an attempt to make web design software that works sort of like InDesign, but turned out to be maddening for most real-world work, as websites that grow get lots of hidden complexity that the WYSIWYG collides violently with and makes a mess...

    So... I'd either:
    1. learn HTML/CSS, and find a CMS you can work with
    or
    2. at least design comps in Illy/Photoshop and find a trusted PSD->HTML/CSS shop that can make it work in a CMS

    Note that CMS's are very odd beasts if you're used to print, you may have to work from the capabilities of the CMS, then design, rather than make your design first and have programmers build the functions by hand at great cost....
