They are releasing with multiple developers now. They are doing these games on a 2 year cycle.
Black Ops was being developed long before MW2 was released. So when Black Ops was released, MW3 was already some time in development so it can hit every year release for COD. This allows them to put tons of content into a new call of duty as they basically still have a polished game (or so it should be).
Currently there are multiple studios working on Call of Duty games.
1. Infinity Ward
2. Sledgehammer Studios
3. Raven Studios
4. TreyarchPrior to the whole IW/Activision debacle after MW2, only 2 developers worked on COD titles.
Infinity Ward was the primary developer of modern warfare games while Treyarch continued the WW II COD series and branches into Cold War era.
After most of the IW team left (got fired by Activision) due to main games at IW being greedy as much as Activision and cahooting behind Activision's back with EA, old infinity ward crew (about half of the team) created a new studio called Respawn Entertainment. They are currently hired by Electronics Art on an unnamed project but it is most likely going to be something like Call of Duty or they will probably continue modern Medal Of Honor series. I don't have much info on that, but they are doing something like that for sure.
This left a lot of devs at current Infinity Ward studio (which still belongs to Activision) working on MW3 but they couldn't do it alone because a lot of people left with old IW principals.
So Activision created a new studio named "Sledgehammer Studios" to work on Call of Duty spinoff series of games but they came in to help Infinity Ward to build Modern Warfare 3 singleplayer campaign.
Raven Software, also owned by Activision, has been brought in to do the multiplayer component for MW3.
That's basically why it feels they are being rushed out but in reality they are on a regular 2 year cycle for a game.
