Claiming responsibility doesn't count when you are talking about waging a huge war over it. You need a substantial argument to justify the response and that never existed.
Gang members claim responsibility for crimes all the time they never committed. Why? Because of the street cred, because its self serving. "Yeah I killed dat cop dead" ... doesn't make it so.
