You need a decent sysadmin to figure out what bit of config you've botched, this stuff isn't difficult but you have set it up carefully. The bit about it working with one mac but having issues when the other starts up is a smoking gun. Perhaps Windows gets confused and can't tell them apart or perhaps you've configured them to appear identical to Windows. For starters are both Macs capable of working fine on their own? If so you have a config issue, if not then that Mac or the Windows config for it has been set up wrong. I'd start by looking for some kind of DHCP issue, when both Macs are up check what their IPs are, they should be different.
