It'd be quite easy to do a scalable fixed navigation to fit the page, but with accordions, You've got to consider the variable height of each accordion submenu.
If it were a single ul with li's, you'd divide the window height by the number of li's to get the height, but then when you throw accordion in there, you have that second ul to consider that would affect the height.
