“There was agreement last night on $78 billion” in cuts from President Obama’s initial request, according to Conrad, who spoke to reporters while the Democratic meeting was underway. The $78 billion reduction would fund the government at $1.05 trillion.
“There was an agreement on how those cuts would be made in terms of the distribution between mandatory and discretionary,” Conrad said. “And most of the riders resolved, although the key sticking point apparently is Title X. Title X is women’s health. Only one quarter of Title X goes to Planned Parenthood. All of it has nothing to do with abortions, providing abortions, because there is a federal law against using federal money for abortions.”
