Ugh, that sample is so ugly. For a long time I tried to create this "look" and the most important thing I learned is that it is awful and ugly and should not be attempted.
My advice? If you want to create the look (from your sample) you should start by trying to re-create this look:
Trying to achieve ^this, combined with a lack of knowledge, skill, & experience will very likely get you to the result you posted above.
