    well, I think its a little more than lip service outside the US anyway. As part of my masters I am working with a national industry development body (for the government). We basically work with a cross section of industry (from product development through to waste management) and help them improve their business practices and industrial processes and help them be more sustainable. You see, the EU have introduced strict legislation covering things like pollution and energy use and there are economic drivers (fines) in place that make sure business see an economic benefit to being environmentally friendly. They are also introducing things like carbon takes that will aim to reduce greenhouse emissions etc from transport and industry.

    Since the ratification of Kyoto there has been a massive drive towards renewable energy etc. Many european industries are looking to the future oil and energy crisis and are trying hard to be less dependant on the remaining oil that currently lies unstable regions and which will increase in price in the coming years.

    And its not true that all countries increased their emissions. e.g. The UK actually lowered their CO2 emissions and have carbon credits that they can sell to other countries under the emissions trading scheme.
