  You can't blame the car driver, even though what he did was wrong.
  It's the city mayor's fault. Either police the event like they do with charity runs. Or get the bikes off the road and make the protesters do their thing in a less ineffective manner. Who are the bicyclists protesting against anyway, the general public who needs to drive to work?
