no. the inital idea was to develop a system for cheap and dependable space transport. the shuttle program is NASAs worst failure, never came close to promised/targeted specs. unheard of cost overruns + the built-in safety snafu obviously, it´s a shame really when you think about the stuff they could´ve built instead with the money.
