it's all negotiable between them, depends on the client... Not just design jobs, but at least for accountants they can charge the client $100/hour and keep $60. For design jobs, these days they probably charge $50/hour and keep $25.
Honestly, when I see the amount of recent grads who are doing design work for FREE... or "non-profit" and shady internships... it's all irrelevant how much an agency charges.
