bare in mind that hip straps on rucksacks less than 35 liters are generally useless.
The hip straps are designed to sit on your hips (2 third of the padding on the hip strap below, 1 third above the hip bone), and on these small sacks with hip straps they often sit way above your hips, meaning that it just wraps around your belly, constricts your breathing and is very uncomfortable.
There are exceptions to this, you can get long low capacity rucksacks that sit correctly, but be sure to try them on properly.
