Anti-Spamming legislation will do zero.
As I read in Newsweek last week, one of the worlds top people sending spam said the second he were to be shut down, he'd be set up and in operation in another country in a couple hours.
They can prohibit ISPs and sites run in the US from bombarding users with Spam, but the people responsible for the majority of it are just going to change locations and carry on as they were.
