Why is there such a stunningly short supply of designers in Silicon Valley right now?

  What's a 'designer'?

  My guess is they define it something like "expert in the entire Adobe Suite, UI, UX, can hand code XHTML, CSS, jQuery, PHP, .NET, etc etc".
