you kinda have to favor some traffic over others. it's the equivalent of shipping feathers or lead.
I would charge more to ship lead because the weight as a factor drives up the cost of gas, need for maintenance etc
using more bandwidth and distributing to all interested parties has to require servers switches, networks, etc all capable of delivering the content, unless of course you want it for free at which point you can't expect it to stream live, maybe it will download overnight
