    It's safe to design for the full width of the iPad, but many people view in portrait mode as well. In the end, the iPad can display most sizes just fine. To truly make it work well, though, you have to consider the touch interface and the size of elements. For instance, abc.com looks wonderful on the iPad because they took into account that people will be navigating with their fingers (not a mouse). QBN, on the other hand, doesn't work well because the PV list is so small and hard to accurately navigate without zooming. Hope that helps.
