Actually, the best solution would be to force the sales of cigars with cigarettes which must be incased in humidors. Also a new license must be purchased with the approval of a large walkin humidor.
This would change the perception of cigarettes as NOT a "young" and "cool" thing to do. An easy solution, rather than enforce BAD design on packages.
