when you said video splitter, I thought you were talking about the video splitter (as in hardware)
but then you added the word "program" at the end, and now I'm lost. I have no idea what you are talking about or what are you looking to do.
As far as I know, in order to split a single video signal to more than one output, you need hardware, but looks like this has changed, and since you mention that you are looking for a free option, it makes me think it's so easy to do.
I'm dying to know more about this.
