What I usually do is this:
Let them know they get what they pay for. Usually for $300 they are getting something quick, rushed, template job with no thought to their brand or business objectives. People who get a $300 site most likely have to get another website months later because it does nothing for their business. So if they are serious about their business they are going to need to invest more and get it done right the first time.
I also then transition into why we are better, and why custom web design is better, etc. So explain the cons of getting a $300 website and the pros of working with you.
