It's an awful article.. and you are right jayoh.. it's absolutely pointless..
What they are trying to promote is glorified widgets instead of sites you can start and show in IE9 by having direct access to the from taskbar. I see absolutely no difference between these and websites when you make a website it runs as an app too. You have front-end and back-end and you can make it as interactive as you can.
