There is no standard. Its down whatever looks purposeful without looking unstable at one extreme, or like a slight imperfection at the other.
The size of bowls will also indicate, as the offsetting of a bowl on a lowercase b will need to be prominent enough to retain legibility, but not look too pregnant.
Its basically about what suits the letterform.
