I don't think it is Wordpress killing web design , if you are seeing it as a framework :
Sure if you are just slapping the "Most Popular" theme then yes you will be cookie cut. But thing is processes such as updates to mySQL are also cookie cut. Do you really want to re write PHP functions for saving post, uploading images etc.. if there is a framework that does the job.
With that said, you still have to Design a Web site to wrap around the WP Framework , would it no then be THEMES are killing web design ?
