430EX or 580EX if you want auto iTTL and don't want to think much, but you can compensate it up/down pretty easily on the 7D.... if you want off-camera infrared iTTL, these will work if you're inside and pretty close.... requires practice....
Any old manual flash like a sunpak 333, 422,433,383 or similar if you don't mind thinking and learning.... and/or were once a photo assistant who got used to thinking in guide numbers...
Some people have tried chinese YN-468 iTTL flashes, cost $110 or so, arrive in 3 weeks from ebay, no HS-sync, but most other features work fine and they recycle FAST.... make a nice backup too...
In any case, make sure you get a flash that you can turn the head on so you can do bounce-flash....
Or go strobist, get a bunch of RF-602 triggers from ebay for $20 each, and a bunch of manual flashes like the Sunpak 422/433/333/383 or YN-460-II's from ebay + a couple of double fold umbrellas and folding lightstands from MPEX.com, + a couple of snoots or grids you make yourself or use HONL grids....
