Its a bit of a generalisation to say we don't eat horsemeat. Sir Clement Freud became one of our most well respected chefs in the TV spotlight from starting a restaurant that served horse meat.
Mostly we don't eat it because it doesn't agree with our palette unless its cooked in avery specific way. Its got a very high water content, and its necessary to remove that somehow before cooking.
Also our equine laws do not include breeding or ownership of horses as livestock, so again I think it might be something that hasn't ever taken off because of old laws.
