Full frame sensors are very large 35mm sensors, like the 5d MkII.
    The 7d has a smaller APS-C Sensor.

Generally speaking the larger the sensor the better its contrast and high iso performance, but these days technology is getting better so it is becoming less important. Your best just comparing the cameras in question.

More importantly sensor size effects the focal length of a lens used and its depth of field.

If i use a 20mm lens on a full frame camera its effective focal length (sometimes referred to as 35mm terms) is 20mm.

When using a 20mm lens on a camera with an APS-C sensor its different. APS-C sensor have a crop factor of 1.6. So the effective focal length will be -
    20mm x crop factor (1.6) = 32mm effective focal length.

What this means in practice is the higher the crop factor of lens the more zoomed your field of vision will be -
