staples. but i fear you'll have to hammer each one in one by one. an automatic staple gun will most likely crack each piece of bamboo.
i'd use staples, and a shit tone of them. first windstorm and you might be having some big problems with your fence. you've got quite a vertical gap between cross beams and those brittle bamboo sticks will act as a sail and shatter right out.
good luck! the finished product (done right) should look pretty cool.
