It means that if you select from black pixel to black pixel its True WxH
If you have a graph 2x2 and you place a black cell into one of the sqaures is it a true 2x2 picture? no its 1x1 in 2x2
if it were a permutation generator then single pixel pictures would be generated alsono duplicates if it were a permutation generator you could have a 2x2 picture and a black cell in each corner but they are all the same pics and not true 2x2 since it only has 1 pixel inside that is black
