Tools palette (usually on the left): Under colors choose a new color by clicking the little swatch. When the larger swatch window pops up click the little arrow/triangle in the upper right of the palette box. Uncheck the item that says "Snap to Web Safe".
That should do it. A rather annoying implementation that was bugging me since Fireworks 3.
