Eh...I call BS on that for the following reason - the spill has been BAD for Obama politically. Not horrible like Katrina was for Bush but his approval ratings has slipped a couple points and it makes it harder for him to concentrate on the bills he wanted to pass this summer.
Also if it was really possible for the Navy to fix the spill don't you think someone at the top levels of the military would have said so? They weren't shy about speaking out when Obama was thinking about not sending more troops to Afghanistan.
