  any 3d program.
  make cone,
  texture cone with graphic of icons. (made in Photoshop),
  text marker, extrude text, (texture text),
  place some lights (except for lens flare which is done in post),
  place camera on large end of cone,
  render

  import into Photoshop for post touch ups.

  for some extra credit animate that sucker and port to Premiere for post edits.
