O Canada, the Cons are trying to reform copyright laws again:

• Non-commercial copyright infringement liability would be capped at $5000/claim
• Circumventing any form of encryption/DMR/"digital lock" would be illegal, obviating the only good things in the bill:
• Time- and format-shifting would be formally legalized
• Making a single backup copy would be formally legalized
