I have a similar situation right now. The neighbors straight across the hall chain smoke in their apartment (which is explicitly against the terms of the lease), but luckily we don't smell it too often. What's worse is that they work late and slam their fucking door constantly. It's loud enough to wake me up every time. Just as I was getting used to the loud door slamming, a new tenant moved in one door down who neglects her dog, so it sits at the door and barks at every person who walks down the hall. Now I get a 2-3am wake-up every night of the door slam and 10 minutes of loud barking.
