I do agree with you... and in some aspects it kind of proves the Peter Principle does hold true.
I'm sure my over 50 'design director' at one point in they're career was a talented designer, able to fully conceptualize and execute ideas. But now, as they've moved up and up they probably started having less and less to do with actual design and began to be more of a client facing person than anything.
Granted, they understand brand strategy up and down but they've since lost any ability to foster and execute 'good design'. This does dishearten me because I continually have to report to someone who a) does not follow trends in design b) cannot utilize current technology to the benefit of us and our clients and c) wheres so many hats around the office it's hard to get them to focus on one task let alone two or three
And I won't speak for all Design Directors who work in branding/graphic design but this one in particular seems to have done exactly what you talk about - filled an empty seat with someone who claimed to have experience.
The only thing I can do at this point is learn from this person - learn exactly what NOT to do with my career.

i actually never heard of thise-pill - makes sense though in the industry i work in this doesnt happen so much..e-pill
- promotions arent given to those that cant preform a given tasks or future tasks.e-pill
- if a person moves from company to company instead of staying put in one place..e-pill
- the peter principle will never happen as their experiences will be greater then if they staye-pill
- as i am in Fashion, we have a revolving door of people coming and going monthly..e-pill
- the industry itself creates this greater style of designer that negates that peter principle.e-pill
- when i personally see a director or higher not working towards their expectations..e-pill
- it is always called out rather fast as we are all part of the problem.. the weakest link..e-pill
- i am happy to be in a very demanding environment that creates demanding designers.e-pill
- over people that just float by doing work that an entry level designer can accomplish.e-pill
- different worlds i guess.. breed different lifestyles and meaning..e-pill
