The idea of mutually assured destruction worked for a time... thus the amount of warheads is acceptable as they were never used...
... spending all that money and forcing the Russians to keep up w/the same spending is what put their country in financial ruin... in turn forcing the cold war to end...
... but nowadays you have nutty religious twits out there ready to die for the air they serve... the whole mutually assured destruction deterrent is rather outdated and more importantly - useless against an enemy that thinks their doing God's work
