not many places are going to have the "view" you mentioned aside from River Cafe. you could try to plan a picnic down in Brooklyn Bridge Park for the same view and possible romantic qualities it would have. or even Central Park in a remote part.
- for sure, but suposed to be storm on sat night, could um, ruin picnic :)
