    Wrap them into a symbol, an Graphic to be precise.

    On your main timeline, drop each each graphic. Set the playback option to "Play Once" (loop is the default). You should see your vids play as you scrub the main timeline.

    Move to where you see the last frame of vid 1. Put an empty keyframe immediately after that. On a new layer, add your second video graphic.

    I've found that sometimes with an flv, if you have more frames on the timeline than the flv has, it can cause all kinds of playhead issues. Wrapping them in a symbol is usually a good fix before placing them on a timeline.
