yes doing so legally , has become the problem ,
It is like making a law that says you have to stay in your house till all your paper work is ready and you have X amount of dollars for every person that wants to come outside,
if you are outside with out the paper work or money you are "illegal" even though you may just be cutting the grass or talking to your neighbor !
What if you run out of food? nope can't go outside , you don't have the paper work ready, Oh it is ready go stand in line , wait 6-12 months , then you can go buy food , oh wait you forgot to cross a T , back to the end of the line ,
I know plenty of good hard working people here "with out papers"
you go wait somewhere 6-12 months to eat and see if you can eat legally
