If your time is worth more than $10/hour, you should outsource this, as you will become a tech support weenie for people-who-don't-get-it... and/or be asked to add features,etc.... and re-invent wheels....
BUT if you're a bored IT department geek who needs to make sure you never get laid off, then by all means, make this as complicated and weird as possible and spend lots of time explaining it to weirdos and having lots of meetings... you'll become invaluable to the organisation's idiots....
