i've only used expression engine and wordpress and would have to say for ease and low budget wordpress wins everytime. obviously if you're good with code then learning expression engine in-depth would be worthwhile but if you gotta get up and running fast go wp. just adding 2cents to the list.
wordpress may have been a blog engine but in the last year it has rapidly grown, i'd have to say that anyone that thinks it's just for blogs need to re-introduce themselves to it through a confident developer, as anything can be underestimated if you base it on your own lack of knowledge.
