  Tell him firmly that Flash sites (done properly - goes without saying) can actually be much smaller than HTML sites....

  more functional and dynamic too

  but then again I had a friend who on the release of FLash MX confidently informed me that "none of the agencies are even working with Flash 5 because it's shit and the scripting is no good....."
  hmmmm....

  I think what that really translates as is more "I'm shit at ActionScript and I don't want to admit it...." to which there is no shame to be honest, you can't be good at everything.

  BUT

  If you have PlugIns disabled then how, pray tell, can you possibly know what Flash is or is not used for??
