There are plenty of countries that have "universal health care" provided through a market mechanism. What this law creates is a system on the more limited end of that scale but it is still universal coverage. Health insurance reform directly relates to health care because it's how you get health care.

Kinda funny, it now says "Before March 21, 2010, the United States was the only industrialized country that had no universal health care system..."
